Eastern Dimension of EU Actorness

We invite paper proposals for the panel on the Eastern Dimension & EU Actorness at the ABS World 2018.

The panel examines questions concerning EU actorness and its policies of cross-border cooperation and regional partnership in its Eastern neighbourhood. We will bring the discussion on the international role of the EU down from the level of supranational EU policy documents to concrete case studies. We will address EU’s ability to have an influence on and create dialogue with policies of its member states and neighbouring countries. At the centre of our investigations is the EU’s attempts to frame Neighbourhood as something more than a policy, that is, as a context of encounter and interaction that opens potentials for action and political innovation in terms of deeper regional cooperation. The main focus of the individual contributions is on analysis of policies of EU member states and their Eastern neighbours. We pay special attention to the question how conceptions typical to EU rhetoric of regional cooperation have found resonance in them. How have shifting conceptualisations of ‘Neighbourhood’ and ‘Partnership’ that are said to represent new innovative cooperation agendas supported goals related to EU actorness in international relations? What are the perspectives for promoting regional partnership and cross-border cooperation in EU's Eastern neighbourhood after the Ukraine crises?
